Mr. President:
Your FINANCE COMMITTEE, to whom has been referred
SENATE CORPORATIONS AND TRANSPORTATION COMMITTEE SUBSTITUTE FOR SENATE BILLS 38 & 370
has had it under consideration and reports same WITHOUT RECOMMENDATION, amended as follows:
1. On page 1, lines 17 and 18, strike "PROVIDING FOR QUALIFIED HEALTH PLAN CERTIFICATION;".
2. On page 13, line 18, strike "Affordability" and insert in lieu thereof "Affordable Care".
3. On page 14, after line 25, insert the following new subsections:
"A. consult with representatives of New Mexico Indian nations, tribes and pueblos and develop and implement policies that:
(1) promote effective communication and collaboration between the exchange and Indian nations, tribes and pueblos, including communicating and collaborating on those nations', tribes' and pueblos' plans for creating or participating in health insurance exchanges; and
(2) promote cultural competency in providing effective services to Native Americans;
B. designate a Native American liaison, who shall assist the executive director of the exchange in developing and ensuring implementation of communication and collaboration between the exchange and Native Americans in the state. The tribal liaison shall serve as a contact person between the exchange and New Mexico Indian nations, tribes and pueblos and shall ensure that training is provided to the staff of the exchange;".
4. Reletter the succeeding subsections accordingly.
5. On page 15, line 9, before the semicolon, insert "and how to assess and improve the quality and affordability of qualified health plans that will be offered on the exchange".
