AN ACT
RELATING TO CONSERVANCY DISTRICTS; ENACTING A NEW SECTION OF CHAPTER 73, ARTICLE 16 NMSA 1978 TO CAP ASSESSMENTS OF THE MIDDLE RIO GRANDE CONSERVANCY DISTRICT UNTIL 2014; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of Chapter 73, Article 16 NMSA 1978 is enacted to read:
"[NEW MATERIAL] ASSESSMENTS.--The board of directors of a conservancy district that includes any part of a class A county of a population of five hundred thousand or more according to the most recent federal decennial census shall not increase the total assessments to be collected in fiscal year 2011 for any purpose before January 1, 2014."
SECTION 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
