FOR THE GOVERNMENT RESTRUCTURING TASK FORCE
AN ACT
RELATING TO THE SUNSET ACT; PROVIDING FOR THE SUNSET OF ADMINISTRATIVELY ATTACHED AND ADJUNCT AGENCIES AND BOARDS, COMMISSIONS, COUNCILS, TASK FORCES, COMMITTEES AND OTHER MEMBERSHIP ENTITIES OF THE EXECUTIVE BRANCH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of the Sunset Act is enacted to read:
"[NEW MATERIAL] SUNSET ACT--APPLICABILITY REQUIRED FOR ALL ADMINISTRATIVELY ATTACHED AND ADJUNCT AGENCIES AND OTHERS.-- A. Unless explicitly exempted by the legislature, the Sunset Act applies to every administratively attached and adjunct agency and every board, commission, council, task force, committee and other membership entity of the executive branch. After July 1, 2011, the legislature shall provide for sunset review in any legislation that creates an administratively attached or adjunct agency or membership entity.
B. All adjunct and administratively attached agencies, boards, commissions, councils, task forces, committees and similar entities that existed prior to January 1, 2011 and that are not otherwise provided for in this or another act of the first session of the fiftieth legislature shall be reviewed by the legislative finance committee in 2011 and 2012. The committee shall recommend to the legislature termination or extension of each agency or other entity and a sunset schedule for those agencies and other entities for which extension is recommended."
SECTION 2. A new section of Chapter 1, Article 9 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The voting system certification committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 1-9-7.5 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 1-9-7.5 NMSA 1978 is repealed."
SECTION 3. A new section of the Main Street Revolving Loan Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The main street revolving loan committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of the Main Street Revolving Loan Act until July 1, 2016. Effective July 1, 2016, Section 3-60C-4 NMSA 1978 is repealed." SECTION 4. A new section of Chapter 6, Article 1 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state board of finance is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Chapter 6, Article 1 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Chapter 6, Article 1 NMSA 1978 is repealed."
SECTION 5. A new section of Chapter 6, Article 8 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state investment council is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Chapter 6, Article 8 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Chapter 6, Article 8 NMSA 1978 is repealed."
SECTION 6. Section 6-29-1 NMSA 1978 (being Laws 2005, Chapter 146, Section 1) is amended to read:
"6-29-1. SHORT TITLE.--[This act] Chapter 6, Article 29 NMSA 1978 may be cited as the "Tribal Infrastructure Act"."
SECTION 7. A new section of the Tribal Infrastructure Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The tribal infrastructure board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the Tribal Infrastructure Act until July 1, 2016. Effective July 1, 2016, the Tribal Infrastructure Act is repealed."
SECTION 8. Section 6-30-1 NMSA 1978 (being Laws 2010, Chapter 10, Section 1) is amended to read:
"6-30-1. SHORT TITLE.--[Sections 1 through 8 of this act] Chapter 6, Article 30 NMSA 1978 may be cited as the "Colonias Infrastructure Act"."
SECTION 9. A new section of the Colonias Infrastructure Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The colonias infrastructure board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of the Colonias Infrastructure Act until July 1, 2016. Effective July 1, 2016, the Colonias Infrastructure Act is repealed."
SECTION 10. A new section of the Children, Youth and Families Department Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The juvenile justice advisory committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 9-2A-14 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 9-2A-14 NMSA 1978 is repealed."
SECTION 11. A new section of the Corrections Department Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The New Mexico sentencing commission is terminated on July 1, 2015 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 9-3-10 through 9-3-10.2 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 9-3-10 through 9-3-10.2 NMSA 1978 are repealed.
B. The sex offender management board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 9-3-13 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 9-3-13 NMSA 1978 is repealed."
SECTION 12. Section 9-5B-1 NMSA 1978 (being Laws 1992, Chapter 91, Section 1) is amended to read:
"9-5B-1. SHORT TITLE.--[This act] Chapter 9, Article 5B NMSA 1978 may be cited as the "New Mexico Youth Conservation Corps Act"."
SECTION 13. A new section of the New Mexico Youth Conservation Corps Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico youth conservation corps commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of the New Mexico Youth Conservation Corps Act until July 1, 2018. Effective July 1, 2018, the New Mexico Youth Conservation Corps Act is repealed."
SECTION 14. A new section of the Department of Public Safety Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The public safety advisory commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 9-19-11 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 9-19-11 NMSA 1978 is repealed."
SECTION 15. Section 9-21-1 NMSA 1978 (being Laws 2004, Chapter 18, Section 1 and Laws 2004, Chapter 24, Section 1) is amended to read:
"9-21-1. SHORT TITLE.--[Sections 1 through 15 of this act] Chapter 9, Article 21 NMSA 1978 may be cited as the "Indian Affairs Department Act"."
SECTION 16. A new section of the Indian Affairs Department Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The Indian affairs commission is terminated on July 1, 2015 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 9-21-13 and 9-21-14 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 9-21-13 and 9-21-14 NMSA 1978 are repealed."
SECTION 17. A new section of the Department of Information Technology Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The information technology rate committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 9-27-7 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 9-27-7 NMSA 1978 is repealed.
B. The information technology commission is terminated on July 1, 2015 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 9-27-9 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 9-27-9 NMSA 1978 is repealed."
SECTION 18. A new section of the Group Benefits Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The group benefits committee is terminated on July 1, 2017 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Sections 10-7B-3 and 10-7B-4 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 10-7B-3 and 10-7B-4 NMSA 1978 are repealed."
SECTION 19. Section 10-7C-1 NMSA 1978 (being Laws 1990, Chapter 6, Section 1) is amended to read:
"10-7C-1. SHORT TITLE.--[Sections 1 through 16 of this act] Chapter 10, Article 7C NMSA 1978 may be cited as the "Retiree Health Care Act"."
SECTION 20. A new section of the Retiree Health Care Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED
REPEAL.--The board of the retiree health care authority is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 10-7C-6 through 10-7C-7.1 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 10-7C-6 through 10-7C-7.1 NMSA 1978 are repealed."
SECTION 21. A new section of the Public Employee Bargaining Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The public employee labor relations board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 10-7E-8 and 10-7E-9 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 10-7E-8 and 10-7E-9 NMSA 1978 are repealed."
SECTION 22. A new section of the Personnel Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The personnel board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Chapter 10, Article 9 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 10-9-8 through 10-9-10 NMSA 1978 are repealed."
SECTION 23. Section 10-11B-1 NMSA 1978 (being Laws 2007, Chapter 149, Section 1) is amended to read:
"10-11B-1. SHORT TITLE.--[Sections 1 through 5 of this act] Chapter 10, Article 11B NMSA 1978 may be cited as the "Firefighters' Survivors Supplemental Benefits Act"."
SECTION 24. A new section of the Firefighters' Survivors Supplemental Benefits Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The firefighters' survivors supplemental death benefits review committee is terminated on July 1, 2017 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 10-11B-5 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 10-11B-5 NMSA 1978 is repealed."
SECTION 25. Section 11-6-1 NMSA 1978 (being Laws 1977, Chapter 299, Section 1) is amended to read:
"11-6-1. SHORT TITLE.--[This act] Chapter 11, Article 6 NMSA 1978 may be cited as the "New Mexico Community Assistance Act"."
SECTION 26. A new section of the New Mexico Community Assistance Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico community development council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the New Mexico Community Assistance Act until July 1, 2014. Effective July 1, 2014, the New Mexico Community Assistance Act is repealed."
SECTION 27. Section 11-6A-1 NMSA 1978 (being Laws 1993, Chapter 65, Section 1) is amended to read:
"11-6A-1. SHORT TITLE.--[Sections 1 through 5 of this act] Chapter 11, Article 6A NMSA 1978 may be cited as the "Local DWI Grant Program Act"."
SECTION 28. A new section of the Local DWI Grant Program Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The DWI grant council is terminated on July 1, 2017 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the Local DWI Grant Program Act until July 1, 2018. Effective July 1, 2018, the Local DWI Grant Program Act is repealed."
SECTION 29. A new section of Chapter 11, Article 8B NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The military children education compact state council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 11-8B-2 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 11-8B-2 NMSA 1978 is repealed."
SECTION 30. A new section of the Hazardous Materials Emergency Response Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The hazardous materials safety board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 12-12-25 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 12-12-25 NMSA 1978 is repealed."
SECTION 31. Section 13-1C-1 NMSA 1978 (being Laws 2005, Chapter 334, Section 1) is amended to read:
"13-1C-1. SHORT TITLE.--[Sections 1 through 7 of this act] Chapter 13, Article 1C NMSA 1978 may be cited as the "State Use Act"."
SECTION 32. A new section of the State Use Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The council for purchasing from persons with disabilities is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the State Use Act until July 1, 2014. Effective July 1, 2014, the State Use Act is repealed."
SECTION 33. A new section of the Public Records Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state commission of public records is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 14-3-3 through 14-3-5 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 14-3-3 through 14-3-5 NMSA 1978 are repealed."
SECTION 34. A new section of Chapter 15, Article 7 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The risk management advisory board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 15-7-4 and 15-7-5 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 15-7-4 and 15-7-5 NMSA 1978 are repealed."
SECTION 35. A new section of Chapter 15, Article 10 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The capitol buildings planning commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Chapter 15, Article 10 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Chapter 15, Article 10 NMSA 1978 is repealed."
SECTION 36. Section 16-5-1.1 NMSA 1978 (being Laws 1989, Chapter 26, Section 1) is amended to read:
"16-5-1.1. SHORT TITLE.--[Sections 16-5-1 through 16-5-7 NMSA 1978 and Sections 1 through 7 of this act] Chapter 16, Article 5 NMSA 1978 may be cited as the "Cumbres and Toltec Scenic Railroad Act"."
SECTION 37. A new section of the Cumbres and Toltec Scenic Railroad Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The Cumbres and Toltec scenic railroad commission is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of the Cumbres and Toltec Scenic Railroad Act until July 1, 2014. Effective July 1, 2014, the Cumbres and Toltec Scenic Railroad Act is repealed."
SECTION 38. A new section of Chapter 18, Article 3 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The museum board of regents is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 18-3-2 through 18-3-3.1 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-3-2 through 18-3-3.1 NMSA 1978 are repealed."
SECTION 39. A new section of the Natural History and Science Museum Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of trustees of the New Mexico museum of natural history and science is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 18-3A-5 through 18-3A-7 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-3A-5 through 18-3A-7 NMSA 1978 are repealed."
SECTION 40. A new section of Chapter 18, Article 5 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico arts commission is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 18-5-3 through 18-5-5 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-5-3 through 18-5-5 NMSA 1978 are repealed."
SECTION 41. A new section of the Cultural Properties Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The cultural properties review committee is terminated on July 1, 2013 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Sections 18-6-4 and 18-6-5 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-6-4 and 18-6-5 NMSA 1978 are repealed."
SECTION 42. A new section of Chapter 18, Article 7 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico museum of space history commission is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 18-7-2 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 18-7-2 NMSA 1978 is repealed."
SECTION 43. A new section of the Farm and Ranch Heritage Museum Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of the farm and ranch heritage museum is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 18-11-5 through 18-11-7 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-11-5 through 18-11-7 NMSA 1978 are repealed."
SECTION 44. A new section of the National Hispanic Cultural Center Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of directors of the national Hispanic cultural center is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 18-12-4, 18-12-5 and 18-12-8 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-12-4, 18-12-5 and 18-12-8 NMSA 1978 are repealed."
SECTION 45. Section 18-17-1 NMSA 1978 (being Laws 2009, Chapter 33, Section 1) is amended to read:
"18-17-1. SHORT TITLE.--[Sections 1 through 8 of this act] Chapter 18, Article 17 NMSA 1978 may be cited as the "Veterans Museum Act"."
SECTION 46. A new section of the Veterans Museum Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of trustees of the New Mexico veterans museum is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 18-17-4 and 18-17-5 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 18-17-4 and 18-17-5 NMSA 1978 are repealed."
SECTION 47. A new section of Chapter 19, Article 1 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state land trusts advisory board is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 19-1-1.4 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 19-1-1.4 NMSA 1978 is repealed."
SECTION 48. A new section of Chapter 20, Article 8 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state armory board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 20-8-1 and 20-8-3 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 20-8-1 and 20-8-3 NMSA 1978 are repealed."
SECTION 49. A new section of Chapter 21, Article 19 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The industrial training board is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 21-19-7 and 21-19-7.1 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 21-19-7 and 21-19-7.1 NMSA 1978 are repealed."
SECTION 50. Section 21-19A-1 NMSA 1978 (being Laws 1992, Chapter 93, Section 1) is amended to read:
"21-19A-1. SHORT TITLE.--[This act] Chapter 21, Article 19A NMSA 1978 may be cited as the "Apprenticeship Assistance Act"."
SECTION 51. A new section of the Apprenticeship Assistance Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The apprenticeship committees are terminated on July 1, 2013 pursuant to the Sunset Act. The committees shall continue to operate according to the provisions of Section 21-19A-4 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 21-19A-4 NMSA 1978 is repealed.
B. The apprenticeship and training advisory committee is terminated on July 1, 2013 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 21-19A-7 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 21-19A-7 NMSA 1978 is repealed."
SECTION 52. Section 21-21K-1 NMSA 1978 (being Laws 1997, Chapter 259, Section 1) is amended to read:
"21-21K-1. SHORT TITLE.--[Sections 1 through 7 of this act] Chapter 21, Article 21K NMSA 1978 may be cited as the "Education Trust Act"."
SECTION 53. A new section of the Education Trust Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The education trust board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the Education Trust Act until July 1, 2018. Effective July 1, 2018, the Education Trust Act is repealed."
SECTION 54. A new section of the Public School Code is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The data system council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 22-1-11 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 22-1-11 NMSA 1978 is repealed."
SECTION 55. A new section of the Regional Cooperative Education Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The regional education coordinating councils are terminated on July 1, 2013 pursuant to the Sunset Act. The councils shall continue to operate according to the provisions of Sections 22-2B-4 and 22-2B-5 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 22-2B-4 and 22-2B-5 NMSA 1978 are repealed."
SECTION 56. A new section of the Technology for Education Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The council on technology in education is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Sections 22-15A-5 through 22-15A-7 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 22-15A-5 through 22-15A-7 NMSA 1978 are repealed."
SECTION 57. A new section of the Indian Education Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The Indian education advisory council is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the Indian Education Act until July 1, 2016. Effective July 1, 2016, Section 22-23A-6 NMSA 1978 is repealed."
SECTION 58. Section 22-23B-1 NMSA 1978 (being Laws 2010, Chapter 108, Section 1 and Laws 2010, Chapter 114, Section 1) is amended to read:
"22-23B-1. SHORT TITLE.--[This act] Chapter 22, Article 23B NMSA 1978 may be cited as the "Hispanic Education Act"."
SECTION 59. A new section of the Hispanic Education Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The Hispanic education advisory council is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 22-23B-5 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 22-23B-5 NMSA 1978 is repealed."
SECTION 60. A new section of the Public School Capital Outlay Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The public school capital outlay council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 22-24-6 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 22-24-6 NMSA 1978 is repealed."
SECTION 61. A new section of the Public School Insurance Authority Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of directors of the public school insurance authority is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 22-29-5 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 22-29-5 NMSA 1978 is repealed."
SECTION 62. A new section of Chapter 23, Article 4 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico veterans' advisory board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 23-4-1 NMSA 1978 until July 1, 2018. Effective July 1, 2018, the board is repealed."
SECTION 63. Section 23-9-1 NMSA 1978 (being Laws 1992, Chapter 60, Section 1) is amended to read:
"23-9-1. SHORT TITLE.--[This act] Chapter 23, Article 9 NMSA 1978 may be cited as the "Adolescent Treatment Hospital Act"."
SECTION 64. A new section of the Adolescent Treatment Hospital Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The adolescent treatment hospital governing board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 23-9-5 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 23-9-5 NMSA 1978 is repealed."
SECTION 65. A new section of Chapter 24, Article 1 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The behavioral health planning council is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 24-1-28 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 24-1-28 NMSA 1978 is repealed."
SECTION 66. Section 24-10E-1 NMSA 1978 (being Laws 2006, Chapter 13, Section 1) is amended to read:
"24-10E-1. SHORT TITLE.--[This act] Chapter 24, Article 10E NMSA 1978 may be cited as the "Trauma System Fund Authority Act"."
SECTION 67. A new section of the Trauma System Fund Authority Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The trauma system fund authority is terminated on July 1, 2015 pursuant to the Sunset Act. The authority shall continue to operate according to the provisions of the Trauma System Fund Authority Act until July 1, 2016. Effective July 1, 2016, the Trauma System Fund Authority Act is repealed."
SECTION 68. A new section of Chapter 24, Article 11 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The board of medical investigators is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 24-11-1 and 24-11-2 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 24-11-1 and 24-11-2 NMSA 1978 are repealed."
SECTION 69. Section 24-15A-1 NMSA 1978 (being Laws 1978, Chapter 107, Section 1) is amended to read:
"24-15A-1. SHORT TITLE.--[This act] Chapter 24, Article 15A NMSA 1978 may be cited as the "Search and Rescue Act"."
SECTION 70. A new section of the Search and Rescue Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state search and rescue review board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 24-15A-6 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 24-15A-6 NMSA 1978 is repealed."
SECTION 71. Section 24-17A-1 NMSA 1978 (being Laws 1998, Chapter 82, Section 1) is amended to read:
"24-17A-1. SHORT TITLE.--[This act] Chapter 24, Article 17A NMSA 1978 may be cited as the "Long-Term Care Services Act"."
SECTION 72. A new section of the Long-Term Care Services Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The interagency committee on long-term care is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 24-17A-3 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 24-17A-3 NMSA 1978 is repealed."
SECTION 73. A new section of the Children's Trust Fund Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The children's trust fund board of trustees is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 24-19-5 through 24-19-7 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 24-19-5 through 24-19-7 NMSA 1978 are repealed."
SECTION 74. Section 24-29-1 NMSA 1978 (being Laws 2009, Chapter 211, Section 1) is amended to read:
"24-29-1. SHORT TITLE.--[This act] Chapter 24, Article 29 NMSA 1978 may be cited as the "Hospital-Acquired Infection Act"."
SECTION 75. A new section of the Hospital-Acquired Infection Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The hospital-acquired infection advisory committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 24-29-3 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 24-29-3 NMSA 1978 is repealed."
SECTION 76. Section 26-2B-1 NMSA 1978 (being Laws 2007, Chapter 210, Section 1) is amended to read:
"26-2B-1. SHORT TITLE.--[Sections 1 through 7 of this act] Chapter 26, Article 2B NMSA 1978 may be cited as the "Lynn and Erin Compassionate Use Act" in honor of Lynn Pierson and Erin Armstrong."
SECTION 77. A new section of the Lynn and Erin Compassionate Use Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The medical use of cannabis advisory board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 26-2B-6 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 26-2B-6 NMSA 1978 is repealed."
SECTION 78. A new section of Chapter 28, Article 3 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The commission on the status of women is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 28-3-1 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 28-3-1 NMSA 1978 is repealed.
B. The office of the governor's council on women's health is terminated on July 1, 2013 pursuant to the Sunset Act. The office shall continue to operate according to the provisions of Section 28-3-6.1 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 28-3-6.1 NMSA 1978 is repealed."
SECTION 79. A new section of Chapter 28, Article 9 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The advisory committee to the state agency on aging is terminated on July 1, 2013 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 28-4-9 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 28-4-9 NMSA 1978 is repealed."
SECTION 80. Section 28-7-15 NMSA 1978 (being Laws 1986, Chapter 108, Section 1) is amended to read:
"28-7-15. SHORT TITLE.--Sections [1 through 9 of this act] 28-7-15 through 28-7-23 NMSA 1978 may be cited as the "Commission for the Blind Act"."
SECTION 81. A new section of the Commission for the Blind Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The commission for the blind is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of the Commission for the Blind Act until July 1, 2014. Effective July 1, 2014, the Commission for the Blind Act is repealed."
SECTION 82. A new section of Chapter 28, Article 11B NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The commission for deaf and hard-of-hearing persons is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Chapter 28, Article 11B NMSA 1978 until July 1, 2014. Effective July 1, 2014, Chapter 28, Article 11B NMSA 1978 is repealed."
SECTION 83. Section 28-16A-1 NMSA 1978 (being Laws 1993, Chapter 50, Section 1) is amended to read:
"28-16A-1. SHORT TITLE.--[Sections 1 through 18 of this act] Chapter 28, Article 16A NMSA 1978 may be cited as the "Developmental Disabilities Act"."
SECTION 84. A new section of the Developmental Disabilities Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The developmental disabilities planning council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Sections 28-16A-4, 28-16A-5 and 28-16A-7 through 28-16A-12 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 28-16A-4, 28-16A-5 and 28-16A-7 through 28-16A-12 NMSA 1978 are repealed.
B. The family infant toddler interagency coordinating council and the statewide adult support and services task force are terminated on July 1, 2013 pursuant to the Sunset Act. The council and the task force shall continue to operate until July 1, 2014."
SECTION 85. A new section of the Law Enforcement Training Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico law enforcement academy board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 29-7-3 and 29-7-4 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Sections 29-7-3 and 29-7-4 NMSA 1978 are repealed."
SECTION 86. A new section of Chapter 31, Article 5 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state council for interstate adult offender supervision is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Chapter 31, Article 5 NMSA 1978 until July 1, 2016."
SECTION 87. Section 31-21-22 NMSA 1978 (being Laws 1975, Chapter 194, Section 1) is amended to read:
"31-21-22. SHORT TITLE.--Sections [1 through 5 of this act] 31-21-22 through 31-21-26 NMSA 1978 may be cited as the "Parole Board Act"."
SECTION 88. A new section of the Parole Board Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The parole board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of the Parole Board Act until July 1, 2016. Effective July 1, 2016, the Parole Board Act is repealed."
SECTION 89. A new section of the Crime Victims Reparation Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The crime victims reparation commission is terminated on July 1, 2015 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 31-22-4 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 31-22-4 NMSA 1978 is repealed."
SECTION 90. A new section of the Citizen Substitute Care Review Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state advisory committee on substitute care review is terminated on July 1, 2013 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 32A-8-4 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 32A-8-4 NMSA 1978 is repealed."
SECTION 91. A new section of the Children's Code is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The state council for interstate juvenile supervision is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Chapter 32A, Article 10 NMSA 1978 until July 1, 2016."
SECTION 92. A new section of Chapter 34, Article 14 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The civil legal services commission is terminated on July 1, 2013 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Section 34-14-1 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 34-14-1 NMSA 1978 is repealed."
SECTION 93. Section 49-11-1 NMSA 1978 (being Laws 2009, Chapter 94, Section 1) is amended to read:
"49-11-1. SHORT TITLE.--[This act] Chapter 49, Article 11 NMSA 1978 may be cited as the "Land Grant Support Act"."
SECTION 94. A new section of the Land Grant Support Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The land grant council is terminated on July 1, 2015 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the Land Grant Support Act until July 1, 2016. Effective July 1, 2016, the Land Grant Support Act is repealed."
SECTION 95. A new section of the Workforce Development Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The skills council is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 50-14-11 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 50-14-11 NMSA 1978 is repealed."
SECTION 96. A new section of the Unemployment Compensation Law is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--
A. The unemployment compensation board of review is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 51-1-8 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 51-1-8 NMSA 1978 is repealed.
B. The unemployment compensation state advisory council, industry councils and special councils are terminated on July 1, 2013 pursuant to the Sunset Act. The councils shall continue to operate according to the provisions of Section 51-1-25 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 51-1-25 NMSA 1978 is repealed."
SECTION 97. A new section of the Workers' Compensation Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The advisory council on workers' compensation and occupational disease disablement is terminated on July 1, 2013 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 52-1-1.2 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Section 52-1-1.2 NMSA 1978 is repealed."
SECTION 98. A new section of the Fire Protection Fund Law is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The fire protection grant council is terminated on July 1, 2017 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of Section 59A-53-19 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Section 59A-53-19 NMSA 1978 is repealed."
SECTION 99. A new section of the Motor Vehicle Code is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The health standards advisory board is terminated on July 1, 2015 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Section 66-5-6 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 66-5-6 NMSA 1978 is repealed."
SECTION 100. A new section of the New Mexico Forest Re-Leaf Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The tree planting advisory committee is terminated on July 1, 2015 pursuant to the Sunset Act. The committee shall continue to operate according to the provisions of Section 68-2-33 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 68-2-33 NMSA 1978 is repealed."
SECTION 101. A new section of Chapter 68, Article 2 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The fire planning task force is terminated on July 1, 2015 pursuant to the Sunset Act. The task force shall continue to operate according to the provisions of Section 68-2-34 NMSA 1978 until July 1, 2016. Effective July 1, 2016, Section 68-2-34 NMSA 1978 is repealed."
SECTION 102. Section 72-4A-1 NMSA 1978 (being Laws 2001, Chapter 164, Section 1) is amended to read:
"72-4A-1. SHORT TITLE.--[This act] Chapter 72, Article 4A NMSA 1978 may be cited as the "Water Project Finance Act"."
SECTION 103. A new section of the Water Project Finance Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The water trust board is terminated on July 1, 2013 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 72-4A-4 and 72-4A-5 NMSA 1978 until July 1, 2014. Effective July 1, 2014, Sections 72-4A-4 and 72-4A-5 NMSA 1978 are repealed."
SECTION 104. A new section of Chapter 72, Article 14 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The interstate stream commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Chapter 72, Article 14 NMSA 1978 until July 1, 2018. Effective July 1, 2018, the interstate stream commission is repealed."
SECTION 105. A new section of Chapter 73, Article 2 NMSA 1978 is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The acequia commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 73-2-65 through 73-2-68 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 73-2-65 through 73-2-68 NMSA 1978 are repealed."
SECTION 106. A new section of the Soil and Water Conservation District Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The soil and water conservation commission is terminated on July 1, 2017 pursuant to the Sunset Act. The commission shall continue to operate according to the provisions of Sections 73-20-28 and 73-20-29 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 73-20-28 and 73-20-29 NMSA 1978 are repealed."
SECTION 107. A new section of The Livestock Code is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico livestock board is terminated on July 1, 2017 pursuant to the Sunset Act. The board shall continue to operate according to the provisions of Sections 77-2-2 through 77-2-7 NMSA 1978 until July 1, 2018. Effective July 1, 2018, Sections 77-2-2 through 77-2-7 NMSA 1978 are repealed."
SECTION 108. A new section of the New Mexico Beef Council Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico beef council is terminated on July 1, 2017 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the New Mexico Beef Council Act until July 1, 2018. Effective July 1, 2018, the New Mexico Beef Council Act is repealed."
SECTION 109. Section 77-8A-1 NMSA 1978 (being Laws 1997, Chapter 99, Section 1 and Laws 1997, Chapter 147, Section 1) is amended to read:
"77-8A-1. SHORT TITLE.--[This act] Chapter 77, Article 8A NMSA 1978 may be cited as the "New Mexico Sheep and Goat Act"."
SECTION 110. A new section of the New Mexico Sheep and Goat Act is enacted to read:
"[NEW MATERIAL] TERMINATION OF AGENCY LIFE--DELAYED REPEAL.--The New Mexico sheep and goat council is terminated on July 1, 2017 pursuant to the Sunset Act. The council shall continue to operate according to the provisions of the New Mexico Sheep and Goat Act until July 1, 2018. Effective July 1, 2018, the New Mexico Sheep and Goat Act is repealed."
