A MEMORIAL

EXPRESSING THE SENTIMENT OF THE HOUSE OF REPRESENTATIVES THAT RECURRING APPROPRIATIONS FOR FISCAL YEAR 2011 SHOULD NOT EXCEED RECURRING REVENUE.

 

     WHEREAS, recurring general fund revenue to the state of New Mexico in fiscal year 2011 is projected to be approximately five billion one hundred million dollars ($5,100,000,000), barely higher than the fiscal year 2005 levels; and

     WHEREAS, general fund recurring spending has grown about five and seven-tenths percent a year over the last eight years while revenue has only grown about three and four-tenths percent a year, according to the legislative finance committee; and

     WHEREAS, it is utterly unsustainable and irresponsible to consider a spending plan for fiscal year 2011 that exceeds projected revenue;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that it express its sentiment that recurring appropriations for fiscal year 2011 should not exceed five billion one hundred million dollars ($5,100,000,000).
