has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 18, after "has" insert "resulted in uncompensated takings, which have".

     2. On page 1, lines 18 and 19, strike "a negative" and insert in lieu thereof "an".

     3. On page 1, lines 20 and 21, strike ", resulting in millions of dollars in uncompensated economic and other losses".

     4. On page 2, line 11, after "service" insert ", in consultation with the New Mexico department of agriculture and New Mexico state university,".
