Madam President:

    Your RULES COMMITTEE, to whom has been referred

SENATE BILL 136

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 3, line 18, strike "deupties" and insert in lieu thereof "chief deputies".

    2. On page 11, between lines 2 and 3, insert a new Subsection B to read:

         "B. For each certified voting system, including any separate component, the secretary of state shall maintain records of the voting system and any components, including:

             (1) a description of each;

             (2) their serial numbers or other identification numbers;

             (3) the name of the vendor, the titleholder and the acquisition date;

             (4) their cost;

             (5) the percentage of federal participation covering the cost of acquisition;

             (6) their location, use and condition; and

             (7) their ultimate disposition, including the date of disposal and sale price.".

    3. Reletter the succeeding subsection accordingly.

    4. On page 18, line 22, after "state" strike the remainder of the line, strike lines 23 and 24 in their entirety and insert in lieu thereof "shall train and recertify voting system technicians prior to each primary election.".

    5. On page 19, line 3, after "and" strike the remainder of the line and insert in lieu thereof "troubleshoot".

    6. On page 19, line 5, remove the line-through and after "rules" insert "regulating the scope of training provided to voting system technicians to ensure that voting system warranties are not invalidated and that equipment owned by the state is protected.".

    7. On page 25, line 8, after "purchased" insert "after January 1, 2007".

    8. On page 26, between lines 3 and 4, insert a new section to read:

    "Section 22. EFFECTIVE DATE.--The effective date of the provisions of Section 12 of this act is January 1, 2011.".

    9. Renumber the succeeding section accordingly.,

and thence referred to the JUDICIARY COMMITTEE.
