     1. On page 2, line 12, after the period insert "The appropriation shall be expended for the purposes of this section notwithstanding the provisions of Section 15-3B-18 NMSA 1978.".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
