    1. On page 1, lines 21 and 22, strike "department shall" and insert in lieu thereof "secretary may".

    2. On page 1, line 25, after "areas" strike the comma and insert in lieu thereof "and".

    3. On page 2, line 1, after "materials" strike the remainder of the line, strike line 2 and strike line 3 up to the period.
