AN ACT
RELATING TO BUDGET SOLVENCY; REQUIRING THE REGULATION AND LICENSING DEPARTMENT TO LIMIT THE PERIOD REQUIRED TO ISSUE OR RENEW A LICENSE TO NO MORE THAN FOURTEEN DAYS FROM THE DATE OF APPLICATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. A new section of the Regulation and Licensing Department Act is enacted to read:
"[NEW MATERIAL] LIMIT ON TIME ALLOWED TO ISSUE OR RENEW A LICENSE--AUTOMATIC ISSUANCE.--Notwithstanding any other provision of law to the contrary, a person who applies to be issued or to have renewed a license, permit or certificate issued by a division of the department or a board, commission or other agency for which the department provides administrative support shall be either approved or denied a license, permit or certificate within fourteen days after receipt of the application for issuance or renewal. If no final action has been taken by midnight of the fourteenth day to issue or renew a license, permit or certificate for which an application has been submitted, the license will automatically be issued or renewed and the department shall forward the newly issued or renewed license to the applicant within twenty-four hours of the fourteenth day."
