A CONCURRENT RESOLUTION

ADOPTING A LEGISLATIVE JOINT RULE LIMITING THE NUMBER OF BILLS INTRODUCED BY EACH MEMBER.

     WHEREAS, Legislative Joint Rule 8-1 requires that joint rules may be adopted, amended or repealed by concurrent resolution approved by two-thirds of the membership of each house;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, that the following new joint rule be adopted to read:

"LIMITATION ON NUMBER OF BILLS INTRODUCED BY A LEGISLATOR

A. No member shall introduce more than fifteen bills during a legislative session.

B. Excluded from each legislator's total are:

(1) two bills endorsed by an interim legislative committee; and

(2) bills introduced at the request of the governor or a state agency.

C. The limitation may be suspended in either house by a two-thirds' vote in that house.

D. A legislator may allocate any part of the legislator's allotment for bills to another member of the same house.".
