A MEMORIAL
ENCOURAGING NEW MEXICO COMMUNITIES TO PLAN AND DESIGN ENERGY-EFFICIENT PUBLIC BUILDINGS.
WHEREAS, buildings that are constructed using taxpayer funds constitute a significant investment of capital outlay; and
WHEREAS, expenditures for the operation and maintenance of public buildings over their lifetime far exceed the initial capital expenditure; and
WHEREAS, many energy-efficient measures can be incorporated into building designs and implemented with little or no additional cost; and
WHEREAS, within the next twenty-one years, an estimated seventy-five percent of buildings will have been built or will have undergone major renovations; and
WHEREAS, New Mexico cannot afford to build inefficient public buildings that will result in unnecessary increases to operating budgets; and
WHEREAS, Executive Order 2006-001 requires the state to adopt specific energy efficiency standards for all existing and new buildings financed with state funding; and
WHEREAS, the state board of finance encourages the utilization of technologies that enhance environmental protection and sustainable development practices;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that New Mexico communities be encouraged to plan and design energy-efficient public buildings; and
BE IT FURTHER RESOLVED that only energy-efficient public buildings be financed with state funding; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the state board of finance and the city, town and county governments of the state.
