A MEMORIAL

REQUESTING THE CITY OF ALBUQUERQUE TO COLLABORATE WITH PUBLIC SERVICE COMPANY OF NEW MEXICO TO STUDY THE FEASIBILITY OF CREATING A WALKING PATH WITHIN CASA GRANDE LINEAR PARK.

 

     WHEREAS, Casa Grande linear park comprises twelve and two- tenths acres and is a neighborhood park located east of Tramway boulevard between Menaul boulevard and Montgomery boulevard in Albuquerque; and 

     WHEREAS, this twenty-six-year-old park is developed with picnic tables and play areas but lacks other amenities; and

     WHEREAS, the park is lined on both sides with residences and trees; and

     WHEREAS, the land is partially encumbered by a public service company of New Mexico easement surrounded by a fence; and

     WHEREAS, an Albuquerque police substation is located at the north end of the park; and

     WHEREAS, the residents of the area surrounding the park would like to see a walking path through the park, connecting Montgomery boulevard and Candelaria road; and

     WHEREAS, the public service company of New Mexico easement and the private property on either side of the park may be an impediment to installing a walking path; and

     WHEREAS, a memorandum dated May 23, 2003 was presented to the Albuquerque city council, recommending a plan to improve the Casa Grande linear park, including the installation of a pedestrian footbridge and trails; and

     WHEREAS, to date, no walking paths or trails have been installed;

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF NEW MEXICO that the city of Albuquerque be requested to collaborate with public service company of New Mexico to study the feasibility of creating a walking path within Casa Grande linear park; and

     BE IT FURTHER RESOLVED that residents and neighbors in the area surrounding the park be consulted in these deliberations; and

     BE IT FURTHER RESOLVED that the study consider existing barriers to providing walking access through private land and identify approaches to overcome those barriers, including the viability of and responsibility for removal of barriers such as fences and trees that may be located on private land; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the mayor of Albuquerque, the director of the parks and recreation department of the city of Albuquerque and the community relations department of public service company of New Mexico.
