Mr. Speaker:

    Your TRANSPORTATION AND PUBLIC WORKS COMMITTEE, to whom has been referred

HOUSE JOINT MEMORIAL 72

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 12, after "TO" insert "STUDY,".

     2. On page 2, line 22, after "transportation" insert "complete a feasibility study and", and after "plan" insert ", in partnership with appropriate local government entities and interested private persons,".

     3. On page 2, between lines 24 and 25, insert:

     "BE IT FURTHER RESOLVED that the study not commence until sufficient funds have been allocated from local public and private sources to pay for the study, such that the department of transportation will provide technical and administrative support for the study, but that the department's financial contribution, if any, will be negligible; and

     BE IT FURTHER RESOLVED that any study funds not expended or encumbered by December 31, 2012 be returned to the source or sources of the study funds as appropriate; and".

     4. On page 3, line 2, strike "by November 2009" and insert in lieu thereof "no later than 2012".
