Mr. Speaker:

    Your ENERGY AND NATURAL RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 520

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 6, line 16, strike "state environmental laws" and insert in lieu thereof "the Air Quality Control Act".

     2. On page 8, line 21, strike "an environmental assessment,".

     3. On page 12, between lines 3 and 4, insert the following new subsections:

          "A. road or facilities maintenance;

          B. environmental enhancement projects that receive a waiver from the department of environment or the energy, minerals and natural resources department;".

     4. Reletter the succeeding subsections accordingly.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
