has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 4, line 3, after the period, strike the remainder of the line, strike lines 4 through 6 in their entirety and insert in lieu thereof "All witnesses shall be sworn in by the hearing officer. The hearing officer may grant a person's request to participate by telephone or web-cast upon a showing of good cause.".,

and thence referred to the JUDICIARY COMMITTEE.
