has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. Strike House Education Committee Amendment 2.

     2. On page 4, line 8, strike “penalized” and insert in lieu thereof “withheld temporarily”.

    3. On page 4, line 12, strike “penalized” and insert in lieu thereof “withheld temporarily”.

    4. On page 4, line 17, strike “penalized” and insert in lieu thereof “withheld temporarily in an amount”.
