AN ACT
MAKING AN APPROPRIATION TO THE NEW MEXICO SENTENCING COMMISSION TO CONTINUE THE TASK FORCE STUDYING THE COLLATERAL CONSEQUENCES OF CRIMINAL ARREST, CONVICTION AND INCARCERATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Thirty thousand dollars ($30,000) is appropriated from the general fund to the New Mexico sentencing commission for expenditure in fiscal year 2010 to continue the task force studying the collateral consequences of criminal arrest, conviction and extended periods of incarceration, including the study of collateral consequences of federal laws, New Mexico educational institution policies and practices and local ordinances and to conduct a cost and benefit analysis of those consequences and make recommendations on how to neutralize or eliminate those consequences to the appropriate interim legislative committee by November 2009. The task force shall include representatives from the New Mexico district attorneys association, the public defender department, the university of New Mexico school of law, the New Mexico criminal defense lawyers association, the New Mexico women's justice project and any other interested persons whose expertise may be beneficial to the task force. Any unexpended or unencumbered balance remaining at the end of fiscal year 2010 shall revert to the general fund.
