    Your ENERGY AND NATURAL RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 19, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 12, after "AQUIFERS" insert "; DECLARING AN EMERGENCY".

     2. On page 2, between lines 16 and 17, insert a new section to read:

     "Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.".
