has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 18, strike "year" and insert in lieu thereof "years 2009 and".

     2. On page 2, line 10, strike "April 1, 2009" and insert in lieu thereof "January 1, 2009".
