AN ACT
MAKING AN APPROPRIATION FOR ROADS AND BRIDGES DAMAGED BY SEVERE
FLOODING IN LINCOLN COUNTY; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Three million six hundred thousand dollars ($3,600,000) is appropriated from the general fund to the homeland security and emergency management department for expenditure in fiscal years 2009 through 2013 to plan, design and construct improvements and repairs to roads and bridges damaged by severe flooding in Lincoln county and the village of Ruidoso and the village of Ruidoso Downs in Lincoln county. This amount is in addition to, and is not intended to supplant, any federal emergency management assistance funds provided by the federal government. Any unexpended or unencumbered balance of this appropriation shall revert within six months of completion of the projects, but no later than the end of fiscal year 2013.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
