A CONCURRENT RESOLUTION

ADOPTING A JOINT RULE TO REQUIRE LEGISLATION TO IDENTIFY ANY FISCAL IMPACT IT MAY HAVE ON THE STATE, ITS AGENCIES OR INSTITUTIONS BEFORE SUCH LEGISLATION CAN BE INTRODUCED IN EITHER HOUSE.

 

     WHEREAS, Legislative Joint Rule 8-1 provides that joint rules may be adopted, amended or repealed by concurrent resolution approved by two-thirds of the membership of each house;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, that the following new joint rule be adopted to read:

"FISCAL IMPACT OF BILLS

During any session of the legislature, a bill that has a fiscal impact on the state, its agencies or institutions shall clearly identify the amount of the fiscal impact it has on each agency or institution before the bill can be introduced in either house.".
