SUMMARY
Synopsis of Bill
The memorial urges the alcohol and gaming division of the state’s regulation and licensing board
to create a task force to research and resolve the several specific issues related to reducing the
rates of DWI incidents in New Mexico.
The memorial recommends that the task force study the feasibility of implementing DWI drunk
prevention technology, using a driver’s license to electronically register the amount and type of
alcoholic liquor purchased by the license holder from a business that sells or serves liquor to the
public.
The task force shall review and assess existing DWI drunk prevention technology; determine the
fiscal impact on applicable insurance rates; and, collaborate with the taxation and revenue
department to review incentives that the state could provide to liquor licensees to implement
DWI drunk prevention technology.
