Synopsis of Bill
Senate Memorial 39 recognizes the Las Vegas Police Department and declares Friday, March 7,
2008, "Public Safety First Day" at the New Mexico State Senate and it recognizes and expresses
appreciation to the Las Vegas police officers, past and present, who, by their faithful and loyal
devotion to their responsibilities, have rendered a dedicated service to their community and, in so
doing, have established for themselves an enviable and enduring reputation for preserving the
rights and security of all citizens and students and that a copy of this memorial be transmitted to
Officer Shawn Montoya of the Las Vegas police department.

SIGNIFICANT ISSUES
Throughout American history, public schools have helped to democratize our nation,
strengthen our communities and widen opportunities for our people; and
Educators, support personnel and others in the educational system deserve our full
support; and
Citizens, parents, school officials, police officers, business representatives and behind-
the-scenes educational supporters and workers fill many roles as listeners, explorers, role
models, motivators and mentors; and
Sweeping new federal legislation will require our schools and educators to do more than
ever before; and
Recent financial difficulties facing the state of New Mexico are requiring many agencies,
including schools, to do more with less; and
Las Vegas residents must all answer the call to action and provide leadership for the
educational well-being of Las Vegas youth so that the outstanding performance of Las
Vegas students will continue to improve; and

It is appropriate that New Mexico take the time to recognize the important and vital role
that citizens play in the personal and academic development of our children; and
Las Vegas police strive for excellence and work to improve our community and all
school districts; and
The members of the Las Vegas police department unceasingly provide a vital public
service to all citizens in and around Las Vegas; and
All citizens, businesses and surrounding communities recognize the week of March 7,
which has been designated as public safety week; and
The DWI council, the Main Street committee, Alta Vista regional hospital, the bank of
Las Vegas, the First National bank, Chief Gary Gold and Deputy Chief Christian
Montano of the Las Vegas city police, all dispatchers of the Las Vegas city police,
Beatrice Sena and her staff at the information division, President Juan Montano with the
Las Vegas police officers association, City of Las Vegas Mayor Henry O. Sanchez, Las
Vegas City Manager John Avila, Las Vegas council members Michael Gallegos, Diane
Moore, Eugene Romero, Cruz Roybal, Louie Trujillo, Morris Madrid, Macario Gonzales
and Tony E. Marquez, Jr., West Las Vegas Superintendent Mike Abreu, Las Vegas city
schools superintendent, Senator Pete Campos, Representative Thomas A. Garcia and
Representative Richard D. Vigil are joining in to commemorate public safety week;
