SUMMARY
Synopsis of Bill
Senate Bill 513 enacts the taxpayer protection act. During the 2009 regular legislative session,
the act would require the legislature to limit expenditures for the FY10 budget to the FY08
budget plus growth of 3.6 percent plus the state population growth rate for the most recent
calendar year for which an estimate is available from UNM’s bureau of business and economic
