SUMMARY
Synopsis of Bill
Senate Bill 494 appropriates $100 thousand from the general fund to the board of regents of the
New Mexico Institute of Mining and Technology to fund data research and analysis of middle
school and high school student participation in a college and career preparatory educational
program.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in Senate Bill 494 is a recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
According to the Higher Education department, Senate Bill 494 proposes to collect data to
analyze and research the success of the Master of Science Teaching (MST) program
by surveying New Mexico’s public middle and high school students who have been taught by
teachers who earned their MST from NM Tech. NM Tech offers a Master of Science Teaching

program that addresses a critical education need of science and mathematics teachers in New
Mexico by making standards-based mathematic instruction accessible to teachers and
subsequently their students.
According to the Council of Chief State School Officers, only 23% of New Mexico middle
school math teachers were certified in math compared to the national average of 49% and only
24% of middle school science teachers were certified in science compared to the national
average of 54%.

The Short-title of this bill states the appropriation would go to PED, whereas the text states
