SUMMARY

Synopsis of Bill

Senate Bill 451 appropriates $50.0 from the general fund to the Public Education Department to

fund the purchase of collateral library materials for teaching New Mexico history to public

school students.

FISCAL IMPLICATIONS

The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any

unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the

general fund.

SIGNIFICANT ISSUES

The PED states:

This bill appropriates $50.0 to the PED for expenditure in fiscal year 2009 to fund the purchase

of collateral (additional) library materials for teaching New Mexico history to public school

students. This appropriation does not specify the grade level at which these materials would be

designated and inasmuch as the New Mexico Social Studies Content Standards for New Mexico

history are K-12, these funds could only minimally expand collections in the school libraries.

There are 762 schools currently in New Mexico and this would be $65.62 per school. Most

school libraries (under HB 2) are funded by student membership. Using the formula it would be

15 cents per student.

Over the past seven years there has been an increase in expanding and upgrading library

collections through the issuance of General Obligation Bonds in 2002, 2004, 2006 totaling $12

million and a possible new one on the ballot in 2008. New Mexico public school libraries have

also had special appropriations of $1 million through the NM legislature. Also, school libraries

do receive an annual allocation in HB2. In addition, in 2009, the PED will put out a call for

Social Studies Instructional Materials and Library Reference Materials through a Request for

Proposal that will allow schools to purchase New Mexico history materials within the general

Social Studies call.

RELATIONSHIP

Relates to House Appropriations and Finance Committee Substitute for House Bill 2 which

would appropriate $2,000.0 to the School Library Material Fund.
