SUMMARY
Synopsis of Bill
Senate Bill 374 would appropriate $100,000 from the general fund to the Department of Health
(DOH) during FY09 to fund an educational film about nursing home care for free distribution to
families to help families make informed decisions regarding nursing home services. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the
general fund.
FISCAL IMPLICATIONS
DOH notes that project envisioned by SB 374 is not part of the Governor’s executive budget
request. Most likely the department would need to establish a Request for Proposals (RFP)
process, in order to contract for the film.
SIGNIFICANT ISSUES
ALTSD notes that citizens of New Mexico would benefit from a film to help families in making
nursing home care decisions. At times, care decisions must be made with little or no warning. An
educational film with helpful hints would be of great value. ALTSD notes that their Long-Term
