SUMMARY
Synopsis of Bill
Senate Bill 330 appropriates $100 thousand from the general fund to Cultural Affairs department
for the purpose of hosting or sponsoring a forum on trends among Hispanics in New Mexico and
the United States.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this Senate Bill 330 is a recurring expense to
the general fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall
revert to the general fund.
SIGNIFICANT ISSUES
The growing percentage of Hispanics in the United States and habits and demographic trends
relating to health, economics, education and travel relating to culture are of interest to many
people in both the public and private sectors.

The $100.0 appropriation would be used to facilitate, organize and market the forum.
Department of Cultural Affairs would assign a staff member for organization and marketing of
the forum.
According to the department, additional personnel resources will need to be hired in order to
facilitate the forum. The department can utilize one of its properties to host the forum.
PERFORMANCE IMPLICATIONS
If forum occurs at a department facility, the agency’s performance measure focusing on facility
outreach participation as well as the attendance measure targets would be beneficially impacted.
ADMINISTRATIVE IMPLICATIONS
Conference or forum could be held at National Hispanic Cultural Center; with minimum
additional overhead costs.
