SUMMARY
Synopsis of Bill
Senate Bill 299 appropriates $90,000 from the General Fund to the Board of Regents of New
Mexico State University for expenditure if FY 09 for salaries and benefits for a women’s soccer
team head coach and one assistant coach.
FISCAL IMPLICATIONS
The appropriation of $90,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 09 shall revert to the
General Fund.
SIGNIFICANT ISSUES
The NMHED’s analysis reports:
According to the NMSU Athletic Director, the purpose of SB299 is to fund the
salaries of two women’s soccer coaches as part of the University’s compliance
with Title 9, (1972 Amendment Act) gender equity plan. The plan is to have a
women’s soccer team by fall of 2009 Western Athletic Conference (WAC). The

new coaches would require advance time to recruit and train athletes by fall of
2009 for the part time program. The salary breakdown is as follows: Head coach
would be hired full time as early as July 1, 2008 at an average salary (according to
WAC) of $45,000 plus benefits. The Assistant coach would be hired in the fall of
2008 at approximately $30,000 plus benefits. The Department is committed to be
in compliance with Title 9.
This request was not submitted by NMSU to the New Mexico Higher Education
Department for review and is not included in the Department’s funding
recommendation for FY09.
