SUMMARY

Synopsis of Bill

Senate Bill 287 appropriates $50.0 from the general fund to the Board of Regents of New

Mexico Highlands University (NMHU) for expenditure in FY09 to contract with a university

athletics support group for an educational outreach program

.

FISCAL IMPLICATIONS

The appropriation of $50.0 contained in this bill is a recurring expense to the general fund. Any

unexpended or unencumbered balance remaining at the end of 2009 shall revert to the general

fund.

This request was not submitted by NMHU to the New Mexico Higher Education Department for

review and is not included in the Departments funding recommendation for FY09.

SIGNIFICANT ISSUES

According to HED, New Mexico Highlands University will host summer sports camps. These

camps will be chosen from any of the twelve men’s and women’s sports at NMHU. Men’s sports

include; football, basketball, baseball, wrestling and cross country.

Women’s sports include; soccer, basketball, track, cross country, volleyball, softball and rodeo.

Young athletes from ages K-12 would attend during the summer. NMHU coaches and faculty

provide instruction, feedback, and tips that can help improve individual athletic performance and

develop the skills necessary for success in a chosen sport. The sport camps experience provides

an opportunity to interact with athletes who are of similar age and have a similar level of

experience.

In addition, the camps will introduce the participants to a college environment, many for the first

time. The camps would either be held on the campus of NMHU or in communities such as Santa

Fe, Espanola, Albuquerque and Taos New Mexico.

According to NMHU, the appropriation is consistent with the University Strategic plan and

assists with the university mission of integrating education, research, public service, and

economic development.
