SUMMARY
Synopsis of Bill
Senate Bill 236 appropriates $49 thousand from the general fund to the Income Support Division
of the Human Services Department for the operation of a homeless shelter in Socorro.
FISCAL IMPLICATIONS
The appropriation of $49 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to
the general fund.
HSD reports that the agency is the recipient of the homeless shelter funds appropriated by the
Legislature from the State General Fund. Pursuant to Executive Order 97-01 dated January 14,
1997 the Mortgage Finance Authority Act, NMSA 1978, 58-18-1, authorizes by statute the
Mortgage Finance Authority to assist, administer, finance or service housing programs for local,
state, federal and tribal agencies. For this reason, HSD has passed on this funding to MFA for
Statewide Homeless Support Services.

SIGNIFICANT ISSUES
HSD notes there is only one homeless shelter in Socorro, Puerto Seguro. Puerto Seguro does not
currently receive homeless funds from MFA.
