SUMMARY
Synopsis of Bill
Senate Bill 221 Making an Appropriation for Animal Services in the city of Espanola in Rio
Arriba county, appropriates $40 thousand from the general fund to DFA for purposes of funding
an animal shelter.
FISCAL IMPLICATIONS
The appropriation of $40 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
According to DFA, the likely candidate to receive the benefit of this appropriation is the
Espanola Valley Humane Society (EVHS), which is the only existing animal shelter in Espanola
and has had a contract for all animal shelter management with the city of Espanola since 1992
and with Rio Arriba County since 1997. Under these contracts, EVHS receives $45 thousand per
year from the city and $10 thousand per year from the county. EVHS receives approximately
1400 dogs/cats from the city of Espanola and 2200 dogs/cats from Rio Arriba County each year,
