SUMMARY
Synopsis of Bill
Senate Bill 180 appropriates $150 thousand from the general fund to the arts division of the
Cultural Affairs department for the purpose of supporting a statewide program of youth
education and outreach by a professional orchestra with at least seventy-five years of experience
planning music education for youth.
FISCAL IMPLICATIONS
The appropriation of $150 thousand contained in this Senate Bill 180 is a recurring expense to
the General Fund. Any unexpended or unencumbered balance remaining at the end of FY09
shall revert to the General Fund.
SIGNIFICANT ISSUES
The bill stipulates that the program be organized by a professional orchestra with at least 75
years of experience in planning music education for young people. Arts and cultural
programming such as the initiative funded through this legislation have broad educational and
quality of life impact on New Mexico’s people and communities. The orchestral music
education program outlined in this bill could be a strong investment in New Mexico’s youth.

PERFORMANCE IMPLICATIONS
If enacted, the LFC recommends that the Cultural Affairs department submit a plan for program
evaluation with specific program goals and criteria for assessing the effectiveness and provide
suggested outputs, outcomes and performance measures to evaluate the performance of state
government programs as prescribed in the Accountability in Government Act.
ADMINISTRATIVE IMPLICATIONS
The department states that it must conduct an RFP process in order to accomplish the initiatives
outlined in the bill to accommodate the state procurement process and the anti-donation
constitutional provision.
