SUMMARY

Synopsis of Bill

Senate Bill 176 appropriates $100.0 from the general fund to the Board of Regents of the

University of New Mexico for the Department of Media Arts to provide digital media training

and outreach for youth in Albuquerque.

FISCAL IMPLICATIONS

The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any

unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the

general fund.

The HED states that a request was not submitted by UNM to the New Mexico Higher Education

Department for review. SB176 is not included in the Department’s executive funding

recommendation for FY09.

SIGNIFICANT ISSUES

The HED states that according to UNM’s Governmental Liaison, Marc Saavedra, The

Department of Media Arts has submitted a request for review. This proposal is not part of the

request noted by Mr. Saavedra.

The PED notes that there is no specific implication to the Public Education Department (PED)

performance measures; however, this does support the PED’s goal to increase access to and

application of technology for student learning.

According to CYFD, the bill does not identify the youth that will be targeted for the training and

outreach making it unclear if these youth are the populations serviced by CYFD. The services

provided under this bill could increase the access to community-based resources for CYFD

clients.
