SUMMARY
Synopsis of Bill
Senate Bill 110 appropriates $1.3 million for expenditure in FY08 and FY09 from the general
fund to the Economic Development Department to contract for manufacturing extension services
for small and mid-sized manufacturers. The appropriation is contingent on the receipt of money
from the National Institute of Standards and Technology (NIST) to operate a manufacturing
center in New Mexico that is approved by NIST. The bill declares an emergency.
FISCAL IMPLICATIONS
The appropriation of $1.3 million contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert
to the general fund.
SIGNIFICANT ISSUES
EDD reports that manufacturing extension services to New Mexico’s emerging and medium-size
