TECHNICAL ISSUES
DFA notes that the appropriation funds this project only for FY09 and does not allow for
recurring funding. The type of services proposed through this appropriation are necessary and
considered on-going but it is unclear how these proposed services addressed by this bill will be
funded in future years.
