SUMMARY
Synopsis of Bill
Senate Bill 95 would appropriate $10,000 from the General Fund for expenditure in FY09 to the
Board of Regents of New Mexico State University (NMSU) to establish an endowment in the art
department honoring Kenneth Barrick, a muralist and popular NMSU art professor who taught
thousands of students and is responsible for many familiar landmarks on campus. Barrick,
94, died December 18, 2007 at his Las Cruces home.
FISCAL IMPLICATIONS
LFC states that such an appropriation is non-recurring. HED classifies as “Recurring". Sponsor’s
office requests ‘either/or’
The appropriation of ten thousand dollars ($10,000) contained in this bill is a non recurring
expense to the General Fund. Any unexpended or unencumbered balance remaining at the end of
FY09 shall revert to the General Fund.

SIGNIFICANT ISSUES
HED states:
It is unclear how the endowment will be used by NMSU's Art Department, but it is anticipated
that the money will be used for faculty expenses or student scholarships.
The endowment could be enhanced by private individuals or entities.
