SUMMARY
Synopsis of Bill
Senate Bill 58 appropriates $2,000.0 from the general fund to the Higher Education Department
for equal distribution to the University of New Mexico, New Mexico State University, San Juan
College, Santa Fe Community College and Clovis Community College for the ENLACE
program.
FISCAL IMPLICATIONS
The appropriation of $2,000.0 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert
to the general fund.
This request was not submitted to the New Mexico Higher Education Department for review and
is not included in the Department’s funding recommendation for FY09.
SIGNIFICANT ISSUES

ENgaging LAtino Communities for Education (ENLACE) is a student program in
which New Mexico college and universities in collaboration with local high schools and
middle schools partner to develop a college preparation program for underachieving
students who are often the first from their families to attend college.
ENLACE is a model for increasing Latino student success in the K-16 educational
pipeline. Program partners work together to increase opportunities for Latino youth in
college preparation, access, retention, and graduation.
The ENLACE program was created and funded by the W.K. Kellogg Foundation for four
years. When the four-year grant came to an end in 2005, the New Mexico Legislature
voted to sustain implementation activities. The New Mexico Higher Education
Department administers funding for ENLACE services.
Working with parents, students, and teaching staff, the ENLACE staff have created
programs in communities and worked together to train teachers and tutors. For example,
in Northern New Mexico over 300 high school and college students and 700 middle
school students are becoming student leaders with college plans. The high school
students are serving as tutors, mentors, and facilitators for younger students, helping them
learn study skills and modeling habits required for high school and college success.
The PED notes that the ENLACE program will help with PED performance standards
concerning dropouts and closing the achievement gap for Hispanic or Latino students. This
legislation will address the PED’s performance measure focusing on the percent of No Child Left
Behind Act annual measurable objectives for Adequate Yearly Progress.
