Synopsis of SEC Amendment
The Senate Finance Committee Amendments as follows:
1. On page 8, line 21, after "shall", strike the remainder of the line, strike line 22 and strike line
23 up to the period and insert in lieu thereof:
"appoint a task force to develop the advisement plan that begins in grade six. The task force shall
be composed of representatives from groups with expertise on advising and supporting students
and their families on college and workplace awareness and readiness, representatives from post-
secondary educational institutions, public schools, labor and work force development agencies
and the business community. The plan shall provide logical and sequential information on
preparing for college, including how to pay for college".
2. On page 9, line 10, after the period, strike the remainder of the line, strike lines 11 and 12
and strike line 13 up to the quotation mark.,

SIGNIFICANT ISSUES
The Amendment strikes the Secretary from developing a plan and replaces it with appointing a
task force to develop the advisement plan. The plan shall provide logical and sequential
information on preparing for college, including how to pay for college.
Synopsis of Original Bill
Senate Bill 33 appropriates $250 thousand from the general fund to Public Education
Department for the purpose of developing an improved student advisement plan that increases
student college and workplace awareness and readiness.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year shall revert
to the general fund.
SIGNIFICANT ISSUES
The bill adds financial literacy to the list of electives to be offered in schools.
SB-33 also provides for the secretaries of PED and HED in collaboration to develop a plan to
improve student advisement beginning in the sixth grade. The plan is to be based on the next-
step process and will ensure each student that student’s family have adequate, useful and
accurate information necessary to understand how to prepare for [post-secondary education and
career training.
The development of the improved Student Advisement Plan could link with the ongoing work
and work previously undertaken and/or completed by multi-sector and cross-sectional groups
working on overall school reform, grades Pre School-Grade 20 transition and alignment. Such
groups and their efforts can be tapped, linked to and kept abreast of the work called for in SB 33.
Capacity for the project is currently in place.
