SUMMARY
Synopsis of Bill
Senate Bill 21 appropriates $200.0, for expenditure in fiscal years 2009 through 2012, from the
general fund to the Department of Military Affairs for the purpose of promoting the submarine
U.S.S. New Mexico throughout the state, to help educate the submarine crew about New Mexico
and to support milestone ceremonies during the submarine’s construction and commissioning.
FISCAL IMPLICATIONS
The appropriation of $200.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2012 shall revert
to the general fund.

SUBSTANTIVE ISSUES
Department of Military Affairs states in the agency’s opinion the funding should go to the
Economic Development Department.
OTHER SUBSTANTIVE ISSUES
The Veterans’ Services Department reports the U.S.S. New Mexico is a Virginia Class nuclear
submarine, and that it will be the most advanced nuclear submarine in the world when it is fully
commissioned in 2010. The department also notes this is the first navy vessel to be named for
New Mexico since the World War II BB40 class battleship was decommissioned.
