Synopsis of Bill
House Memorial 59 resolves that the Library division of the Cultural Affairs department and the
Indian Affairs department be requested to conduct a joint comprehensive assessment of tribal
libraries throughout the state, in order to determine sources and uses of resources for operating
the libraries. Additionally, House Memorial 59 requests the presentation of the agencies’
findings to interim committees no later than October, 1

2008.
FISCAL IMPLICATIONS
House Memorial 59 carries no appropriation. Section 18-2-23 NMSA 1978 created the Tribal
Libraries Endowment Fund in the state treasury. The non-reverting fund was established for the
Cultural Affairs Department’s Library division to administer and shall make disbursements from
the earnings on the investment of the fund for the purpose of funding the establishment,
development and administration of tribal libraries in New Mexico. *Estimated additional
budget impact of this study is unknown, however, funding for the intent of House Memorial 59
could flow from this endowment fund, in addition to other Library division general fund sources.
It is unknown whether current levels within the fund would be of substantial value to support this
