SUMMARY
Synopsis of Bill:
This legislation resolves that the State Game Commission may transfer to the Abiquiu land grant
ownership of approximately 32.539 acres of land situated within the Abiquiu land grant in Rio
Arriba County.
There is no appropriation attached to this legislation.
SIGNIFICANT ISSUES:
DGF acknowledges that this resolution authorizes the transfer through donation of State Game
Commission property to the Abiquiu Land Grant. The land was obtained as mitigation, there is
poor fishing access, there are difficulties with trespass livestock, and the property provides
constrained wildlife values. DGF adds that the legislation will not have any significant fiscal
implications for the Department of Game and Fish, and that disposing of this property will
remove any possible liability associated with ownership and eliminate potential management
costs. DGF adds that there would be minimal administrative costs associated with negotiating
and implementing the transfer. Further that reducing administrative demands on the department
will permit focus on other properties with greater wildlife potential and benefit to sportsmen.

OTHER SUBSTANTIVE ISSUES:
TRD advises that the Section 13-6-2 authorizes state agencies to donate real property to other
state agencies, local public bodies, school districts or state educational institutions.
