SUMMARY
Synopsis of Bill
House Bill 595 appropriates $21.0 from the general fund to the Department of Public Safety for
the New Mexico State Police youth academy.
FISCAL IMPLICATIONS
The appropriation of $21.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert
to the general fund.
DPS states the State Police routinely conducts Youth Police Academies around the state. The
funding in the proposed legislation would assist with these local community events. DPS reports
there is currently no funding for the academies, and usually the local State Police district offices
operate with donations from private businesses or local government. DPS notes there is very
little general fund money available to spend on these local programs.

SIGNIFICANT ISSUES
DPS states the State Police benefit greatly from youth academies. It helps foster relationships
with the young people of local communities and law enforcement. DPS notes the experiences
gained by the youth carry over to their families and friends. DPS reports the Youth Police
Academies are very popular with the local communities.
TECHNICAL ISSUES
DPS notes the State Police do not currently have one Youth Police Academy, or a single Youth
Police Academy. Any district that has a Youth Police Academy has had it developed and
managed by the local District Commander and staff. DPS state it is not clear whether the
appropriation in the proposed legislation is intended for one local area, one program, or if the
State Police may spend it statewide.
