SUMMARY
Synopsis of Bill
House Bill 540 requests a ten thousand dollars ($10,000) appropriation from the General Fund to
the Public Education Department for expenditure in fiscal year 2009 to provide championship
trophies, medals and printing services associated with state championship athletic and non-
athletic events.
FISCAL IMPLICATIONS
The appropriation of Ten thousand dollars ($10,000) contained in this bill is a recurring expense
to the General Fund. Any unexpended or unencumbered balance remaining at the end of Fiscal
Year 2009 shall revert to the General Fund.
SIGNIFICANT ISSUES
Currently in New Mexico, schools use various limited budget resources to support the cost of
trophies, medals and printing costs for school activities, including athletics and non-athletics.
In addition, the New Mexico Activities Association (NMAA) provides trophies, medals and
printing to New Mexico schools that participate on a championship team. Presently the NMAA

is absorbing the cost of these items with fees that are assessed to schools for being members of
the NMAA, ticket sales at the extracurricular events and corporate sponsorships. Every student
athlete on a championship team receives a medal commemorating the achievement. For
example, Mayfield High School’s championship football team had 75 members on the team;
costs would vary from year to year depending on the number of athletes on championship teams.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
HB 540 duplicates HB 422, which appropriates $10.0 from the General Fund to the Department
of Finance and Administration (DFA) for trophies, medals and printing costs for school
activities, including athletics, chess, speech and debate. HB 234 relates to HB 540 and
appropriates $50.0 to PED to defray costs incurred for printing and trophies related to athletics
and other activities sponsored by the NMAA.
