SUMMARY
Synopsis of Bill
House Bill 532 appropriates $350.0 from the general fund to the Board of Regents of the
University of New Mexico to support the Julian Samora legacy project, which is a collaboration
among the University of Texas, Michigan State University, the University of Notre Dame and
the University of New Mexico to make the papers of anthropologist Julian Samora more
accessible for research.
FISCAL IMPLICATIONS
The appropriation of $350.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the
general fund.
The HED states that the request was not submitted by UNM to the New Mexico Higher
Education Department for review and is not included in the Department’s funding
recommendation for FY09. The Julian Samora legacy project received $100,000 non-recurring
funding in FY08.

SIGNIFICANT ISSUES
According to the HED,
The Julian Samora Legacy Project has formally been in existence since 2000. UNM has
officially been involved in the project for one year. Dr. Samora’s archives will be
transferred from the University of Texas to UNM for the next three years.
UNM will use the funds for:
•
the development of a video documentary of Dr. Julian Samora;
•
the writing of an intellectual biography of Dr. Samora;
•
a nationwide leadership training summer internship for high school teachers;
•
the creation of an e-curriculum course for high school students;
•
the establishment of a Julian Samora summer research grant; and
•
the provision of scholarships, tuition waivers, and a monthly stipend for graduate
and undergraduate students involved in the Julian Samora Legacy Project.
Dr. Julian Samora was a pioneering scholar of Mexican American studies, who focused
on immigration, civil rights, public health, and rural poverty. His ideas were
groundbreaking for their time and he paved the way for Latinos to understand and study
themselves at university and policy-making levels, to understand the complex
relationships between Mexicans and Mexican-Americans, to begin to study Mexican
immigration, and to ready the United States for the reality of Latinos as the fastest
growing minority in the United States. Dr. Samora co-founded the National Council of
La Raza, the leading civil rights institute for Latinos. Among Dr. Samora’s achievements
was his early recognition of the importance of social science research in changing
policies and conditions that affected the disadvantaged and cultivating a generation of
social scientists who would continue his important work of exposing and overcoming the
barriers to realizing the American dream. The Julian Samora Legacy Project works in
conjecture with universities and private individuals to promote the ideals, leadership,
research, and scholarship of Dr. Julian Samora.
