SUMMARY
Synopsis of Bill
House Bill 514 appropriates $409,000 from the general fund to the Aging and Long-Term
Services Department (ALTSD) for the operation and maintenance of a regional Adult Day Care
Center in the Pueblo of Santa Clara. Any unexpended balance remaining at the end of FY09 shall
revert to the general fund.
FISCAL IMPLICATIONS
ALTSD notes that the expansion recommendation for the aging network contained in the House
Appropriation and Finance Committee version of the General Appropriation Act of 2008 is
$750,000. This appropriation level will be insufficient to address the need for operating costs
proposed by House Bill 514. ALTSD notes that funding for the Santa Clara Pueblo Adult Day
Care Center for the amount of $389,720 is included in HB 127 (Aging Network Request).
SIGNIFICANT ISSUES
The proposed appropriation is recurring and will help support the operation of a soon to be
constructed facility which has received over $3 million in state capital funds. Without the

funding proposed by HB 514, the facility will not have operating funds. Construction is planned
to begin in late winter or early spring of 2008. Construction is likely to be completed before the
end of fiscal year 2009, but might slip to fall of 2009. It is likely that staff will have to be hired
and trained before the facility opens.
