SUMMARY

Synopsis of Bill

House Bill 492 requests an appropriation of one hundred thousand dollars ($100,000) from the

General Fund to the Public Education Department for expenditure in fiscal year 2009 for after-

school programs for elementary- and middle-school children in the Espanola public schools.

FISCAL IMPLICATIONS

The appropriation of one hundred thousand dollars ($100,000) contained in this bill is a recurring

expense to the General Fund.. Any unexpended or unencumbered balance remaining at the end

of Fiscal Year 2009 shall revert to the General Fund.

PED notes:

It is estimated that it would take approximately 40 hours of time by an Education Administrator O

($22.74 x 40 + 30% Benefits = $1.2) to develop, administer and monitor the distribution of the funding

by the PED. PED will be the administrative agent for this appropriation.

SIGNIFICANT ISSUES

PED states:

The 2007 Legislature appropriated approximately $2,650.0 for Before- and After-school Physical

Activity and Nutrition and After-school Enrichment programs ($2,000.0 for After-school Enrichment

programs and $650.0 for Before- and After-school Programs that include physical activity and

nutrition, both contained in SB 611 of 2007). Espanola has 12 elementary schools and two middle

schools. One school, Carlos Vigil Middle School, in the Espanola Public Schools applied for both

grants for FY 08 but was not awarded either grant.

After-school programs could produce connections with individuals or activities that are healthy and

supportive of positive growth and development of life skills. Those who attend programs that

emphasize healthy relationships and behaviors are less likely to engage in risk-related relationships and

behaviors.

After-school programs could promote relationships with supportive adults as well as positive peer-

bonding opportunities within the school. They could also provide the extracurricular activities that

might appeal to different interests (Spreading Resiliency, 2006).

PERFORMANCE IMPLICATIONS

HB 492 could positively impact the PED performance measures that relate to the Governor’s

Obesity Prevention Initiative. Obesity prevention initiatives may enhance school attendance,

graduation rates and student performance by helping to increase the number of students

performing at grade level in math and reading. This supports the PED goal of closing the

achievement gap.

TECHNICAL ISSUES

If HB 492 passes and Espanola Public Schools is awarded the $100.0 appropriation, it will also

be eligible to apply for other after-school programs such as the Before- and After-school

Physical Activity and Nutrition grant ($50,000) and After-school Enrichment program grant

($70,000).
