SUMMARY
Synopsis of Bill
House Bill 462 makes an appropriation in the amount of $125.0 from the general fund to the
Board of Regents of the University of New Mexico (UNM) for expenditure in FY09 for the
collection, instructional, speaker, and outreach expenses of the Chicano/Hispano/Latino Library
Program in the university libraries.
FISCAL IMPLICATIONS
The appropriation of $125.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY09 shall revert to the general
fund.
This request was submitted by UNM to the New Mexico Higher Education Department for
review, but is not included in the Departments funding recommendation for FY09.

SIGNIFICANT ISSUES
According to HED, part of Zimmerman Library, the Chicano/Hispano/Latino Library Program
(CHIPOTLE) is a new program that promotes the interaction of Chicano/Hispano/Latino
students and faculty on campus. It teaches students how to use the resources available, what’s
appropriate for research, and the benefit of the resources. According to CHIPOTLE staff, the
program has a strong emphasis on recruitment and retention of Chicano/Hispano/Latino students.
According to the UNM Research & Public Service Projects, the CHIPOTLE is part of the
Teaching and Learning Environment Initiative that focuses on increasing the percentage of
minority faculty in areas with high concentrations of minority students and faculty.
Performance outcomes indicated by the CHIPOTLE staff include the measurement of the
number of the following:

Chicano/Hispano/Latino student interactions;
.
reference questions answered;
.
articles written;
.
presentations made;
.
events organized;
.
sessions based on Chicano/Hispano/Latino curricula;
.
items added to the library collection; and
.
community contacts in conjunction with the ENLACE program.
According to UNM, this program, as part of UNM’s Teaching and Learning Environment
initiative supports underrepresented minority faculty members through providing related
collections and information services. This, and the community involvement and CHL speakers
series, ensures that UNM's diverse student body will have more mentors and role models to
foster their persistence and success. The increase in Chicano/Hispano/Latino collections,
services, and electronic content will strengthen efforts to draw diverse faculty and students and
build on our already unique strength in Chicano/a literature.
None of the funds requested in this proposal will provide increased tuition revenue or the
potential for increased formula revenue by generating new student credit hours. The goal, rather,
is to increase student success at UNM by systematically developing the human and academic
program resources to support that.
