SUMMARY
Synopsis of Bill
House Bill 454, Making an Appropriation for Youth Summer Enrichment and Life Skills
Programming in Rio Arriba County, appropriates $20.0 thousand from the general fund to DFA
for the purpose of funding youth programs in Rio Arriba County.
FISCAL IMPLICATIONS
The appropriation of $20.0 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
PED notes that summer enrichment programs could produce connections with individuals or
activities that are healthy and supportive of positive growth and development of life skills.
Those who attend programs that emphasize healthy relationships and behaviors are less likely to
engage in risk-related relationships and behaviors.

Summer enrichment programs could promote relationships with supportive adults as well as
positive peer bonding opportunities within the schools. They could also provide the
extracurricular activities that might appeal to different interests (Spreading Resiliency, 2006).
