SUMMARY
Synopsis of Bill
House Bill 446 appropriates $25 thousand from the general fund to the State Fair Commission
for the African American Performing Arts Center and Exhibit Hall (AAPAC) to provide
programs and resources to improve the mathematics, science and literacy skills of elementary,
middle and high school students, including after-school, weekend and summer activities and
web-based resources that provide individualized opportunities to develop skills.
FISCAL IMPLICATIONS
The appropriation of $25 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY09 shall revert to the
general fund.
SIGNIFICANT ISSUES
According to the PED, the appropriation will support core academic education programs and
special activities at the AAPAC. The programs include a web-based, individualized mathematics
